DISTINCT FUTURE OF CVDA

Common Vision for Development Association (CVDA) is an indigenous, non-governmental,  non-for-profit, humanitarian aid association. It was established on October 28, 2005 by a group of dedicated persons from diverse social, economic, professional and religious backgrounds.

CVDA has been re-registered and licensed by the Ethiopian Ministry of Justice, Charities and Societies Agency, on November 30, 2009 as an Ethiopian Residents charity in accordance with the Charities and Societies proclamation No. 621/2009 with registration No. 0588. It has permission to work at the national level however so far operates marginal parts of Benshangule Gumuz Region, SNNPR (Hawassa, Yirgalem, Dilla, Yergachefe, Aletawondo, Wondo Genet, Chuko, Bule, Goreche and Gumer ),  Oromia Region,West Showa Zone(Muger), Borena Zone (Hageremaireyam, Yabello & Moyale), Guji Zone( Adola, Shakiso & Borena Negele), West Arsi Zone (Shashemene, Arsi Negele, Adaba, Nensebo, Kokosa, Shala, Siraro, and Kore woredas) Afar Region;  Zone 5; Delifage, Dewe, Telalek, Hadele Ele and Sumu Robi  Zone 3 ; Gewane and Gelalo  and City Government of Addis Ababa

It is member of Consortium of Reproductive Health Association (CORHA), Union of Ethiopian Women Charitable Association (UEWCA), Ethiopian Extractive Industries Transparency Initiative/EEITI/, Ethiopia Civil Society Coalition for Scaling up Nutrition/ECSC-SUN/ and Afar Region Health Partner Forum.

Vision

CVDA’s vision is to see where poverty is alleviated sustainably with favorable living environment in Ethiopia.

Mission

CVDA’s mission is to work with & for the poor community with priority attention for children and women towards alleviating socio-economic problem, food insecurity, reducing unemployment, enhancing productivity, promoting health care, quality education & environment conservation at  various level for sustainable development.

Goal

To contribute to the endeavors of poverty alleviation through its integrated community based development program in different regions of the country.

Key ACCOMPLISHMENTS

CVDA has successfully implemented different food security, environmental conservation, income generating and HIV/AIDS project in collaboration with different stakeholders.  On environment conservation activity;  highly degraded land rehabilitated through soil and water conservation measure, area enclosure, vetiver grass and indigenous tree plantation, gabion established, stone and soil bund established, conservation agriculture  introduced, biogas   technology introduced and established, fuel wood saving stove established at HH level, spring water developed, washing stand,   shower established.

Food security and Income of target group improved through beekeeping, poultry farm, fruit tree plantation/ apple, mango and orange plantation/, vegetable garden, false banana plantation, vetiver grass bank. Other group established group and individual business such as hair dressing, tea room, sugar and edible oil distribution, dairy farm, stone production, shower room   and etc. On HIV prevention, care and support program target group and large community awareness raised on HIV prevention and living with HIV,  counseling service, economic strengthen and improving balance diet intake, engaging in income generating activities, access for clinical service through referral linkage.

Over all over 42 projects were implemented in different region and woredas since its establishment. In 2018/19 it has involved about 1514 volunteers and it has 55 full time staffs.

Description of the Vacancy

Common Vision for Development Association (CVDA) is a prime partner with USAID to implement the USAID HIV Epidemic Control for HIV Care and Treatment Services activities. The purpose of HIV epidemic control grants are to strengthen local HIV epidemic control to achieve 90 percent of individuals living with HIV know their status, 90 percent of persons living with HIV to initiate antiretroviral therapy and 90percent of antiretroviral therapy clients achieve viral load suppression by 2020.

DUTIES AND RESPONSILBILITIES

Job Summary  

The Senior Finance Officer and (SFO) is responsible for overall CHCT Financial Management that include fund projection, Cash management, Producing financial reports, budget monitoring and sub-award compliance monitoring. S/he lead all project related financial management and accounting functions in Addis Ababa and regional offices.  S/he monitor compliance with USAID regulations, terms and conditions in the project agreement as well as Ethiopia country laws. S/he shall ensure that all financia QuickBooks. Ensure transactions posted are (accurate, complete, up-to-date, and adequately supported with approved documents be ready for internal and/or external audit at all times. S/he will lead in providing timely response and take subsequent corrective action for all audit queries. Prepare monthly fund request and monthly financial reports to Donor/USAID.

The SFAO works under direct supervision of Finance and Administration Manager  (FADM).  The SFAO will closely work with CVDA Grant and compliance specials , program Director . S/he supervises the CHCT project finance team.

Duties and responsibility

Projection and Cash Management 

  • Liaise with program leads for timely fund projection and cash request,
  • Review and compile monthly fund projection & cash requests categorized by project and budget line.
  • Ensure availability of sufficient cash balance in bank account and follow up status of wire transfer request with USAID.
  • Supervise timely settlement of Employees Travel Advance, Work Advance, Loans or Suppliers prepayments.
  • Supervise timely settlement of Local Tax (Income Tax, Withholding Tax, & Payroll liabilities payment within the due date.
  • Review all payment vouchers, Receipt Voucher and Journal Voucher before and after the payment.
  • Review Petty cash payment and Petty Cash Replenishment.  Conduct petty cash count and reconcile petty cash balances.
  • Prepare monthly reconciliation for (Petty cash and Bank Reconciliation)

Financial Reporting

  • Verify accuracy of accounting transaction Peachtree or QuickBooks posting on weekly basis
  • Prepare monthly Financial Reports as per CVDA monthly reporting checklist.
  • Prepare Quartley Expenditure projection and Accrual report as per CVDA and USAID requiremnt.
  • Prepare Year-end financial report in accordanc with Project CVDA,USAID requirement and/or Ethiopia local governet requiremnt (CSA) or IPSAS
  • Directly liaises with and respond to CVDA Head quarter controler request for correction, timley adjustment and submtion of scanned document.

Budget Monitoring 

  • Lead development of annual operating budget.
  • Review the budget request matches with the scope of work in terms of pricing, quantity & other applicable rates.
  • Produce monthly budget utilization report to all project site  and reconcile with agreement signed with government signatory .
  • Produce quarterly activity based budget utilization by project.
  • Ensure reasonable allocation of common cost across each project site and collect the common cost monthly basis.
  • Propose enhancements to the proper budget utilization and reallocation.

Others

  • Perform any other duties as assigned by supervisor that are in line with the general concept of this position.
  • Provide a backup support in the absence of the Finance & Administration Manager

Others:

  • Implement other activities tasked by the Immediate Supervisor and leadership of CVDA .

MINIMUM HOURS OF WORK:

  • 40 hours per week

Duration of employment:

  • Form date of employment up to September 30, 2020 with high possibility of   extension based on performance and availability of fund.

Job Requirements

Education and Experience

  • MA/ Bachelor’s Degree in Accounting or Finance related fields from recognized University
  • 8 years for Degree or 4 years for Masters holder in the area of Accounting & Finance.

Skill

  • Proven Experience of using QuickBooks Or Peachtree  Advanced Excel,  Data base.
  • Previous working experience with USAID Projects and NGO’s desired
  • 4+ year’s financial management experience with strong internal audit experience.
  • Fluent in English and Amharic languages
